About the Speakers

Fay Arfa (moderator) is Vice President of the CCBA and chair of the Criminal Law Section. She is a CA state bar certified specialist in criminal law and appellate law. Allison Margolin is a graduate of Harvard Law School. She earned her BA from Columbia University. In 2003 she started her own criminal defense practice, representing a wide clientele and handling cases from drug and alcohol offenses to murder. Her victories in marijuana cases span Southern California, earning her the reputation as LA’s “dopest attorney.”

Dr. William Vicary is a graduate of Harvard Law School. He earned his MD at USC. He is board certified in General Psychiatry and Forensic Psychiatry. He has been practicing General and Forensic Psychiatry in Los Angeles since 1980. He is the current President of the Southern California Chapter of the American Psychiatry and the Law.

William Britt is founder/director of the Association of Patient Advocates, a non-profit organization that assists disabled and chronically ill patients in gaining access to healthcare information and social services. He has over 13 years experience working with attorneys and the courts as a certified court-qualified expert witness on all issues regarding marijuana.
